Synopsis
The Budapest Open Access Initiative from 2002 is often regarded as the starting point for the Open Access movement. In Norway, it took a few more years before the government, universities and research institutions actively dealt with this topic. The Ministry of Education and Research mentions Open Access (OA) for the first time in its Report no. 20 to the Storting (2004–2005). However, national guidelines for open access were not launched until 2017. Using the example of the Norwegian University of Science and Technology, the article shows how strong OA guidelines with the right incentives cause a significant increase of the number of OA publications. In conclusion, the results of the negotiations with the big publishers, and thus the attempts to implement PlanS, are described.
